Know when NOC is required
You need an NOC from the RTO when moving a vehicle permanently to another state. You need an NOC from the bank/financier when the vehicle has an active loan and you're selling it or transferring registration. Both types are separate and may be required simultaneously.
NOC from RTO (inter-state transfer)
Apply at your current RTO with Form 28 (Application for NOC), RC book, insurance, PUC, and address proof in the new state. Fee is typically ₹100–₹200. The RTO issues the NOC within 7–15 days. The NOC is valid for 6 months.
NOC from bank/financier (loan clearance)
If the RC shows a hypothecation (loan), the lender must issue a NOC confirming the loan is cleared. Contact your bank or NBFC, submit the loan account number and RC, and request Form 35 (Notice of Termination of Agreement). Some banks do this online.
Re-register in new state
With the NOC from your old RTO, register the vehicle at the new state's RTO within 1 year of arrival. Submit the NOC, original RC, insurance, PUC, address proof, and new state's road tax payment. The old registration number is cancelled and a new one issued.
Frequently asked questions
Is NOC mandatory for using a vehicle in another state temporarily?
No. NOC is required only for permanent relocation (staying more than 12 months) or transfer of ownership across states. If you're visiting or temporarily relocating, your existing RC and insurance are valid across India.
What if I sell a financed vehicle without bank NOC?
The sale is invalid. The RC still shows the bank's hypothecation — the new owner cannot get the RC transferred to their name without clearing the loan and getting Form 35. Always ensure the loan is closed and NOC received before selling.
